Should developers fund transit before cities approve new housing?
We keep building new housing without adding transit or bike lanes, and then we complain about traffic. Should cities require developers to fund public transportation before approving new residential projects? In Portland, the urban growth boundary pushed density, but it also created car-dependent suburbs just outside the line. I've lived in both a walkable downtown and a sprawling suburb, and the difference in daily stress is huge. But maybe slowing development hurts affordability even more.
