Public art funding shouldn't be cut just because budgets are tight — cities like Philadelphia spend about $2 per resident on it and get tourism and community identity in return. I've seen murals turn neglected alleys into places people actually stop and photograph. Without that money, we get blank walls and a lot of talk about how we used to have soul.
