Plastic bans on single-use items are popular, but I've seen cities swap plastic straws for paper ones that arrive in plastic wrappers. Does banning plastic without fixing the waste system actually reduce pollution, or does it just shift the problem? I think bans do more harm than good when they ignore the full lifecycle of alternatives.
