Our downtown parking minimums haven't changed since 1987, even though transit ridership is up 30% and car ownership among younger residents is falling. Yet every new development still must build two spaces per unit, which adds about $20,000 to the cost of each apartment. Shouldn't we be rethinking these requirements to prioritize affordable housing over guaranteed parking spaces?
