Mandatory minimum sentences for drug offenses sound tough on crime, but they've filled our prisons with low-level offenders while doing little to stop the actual supply. I've watched nonviolent addicts serve longer terms than dealers who cooperated with prosecutors. If we're serious about rehabilitation and reducing the prison budget, shouldn't we give judges the discretion to tailor sentences to individual cases rather than locking everyone up by a one-size-fits-all rule?
