We've spent a decade building flyovers and underground tunnels, yet the average rush-hour speed hasn't improved much. Could it be that our real problem isn't infrastructure but our reluctance to shift behavior and embrace public transit as a genuine alternative? I'm not convinced building more roads alone will fix the congestion we face.
