I've seen stray dogs in my neighborhood multiply from three to over a dozen in just two years, and the local culling policy hasn't slowed them down at all. Instead, it's made me question whether killing animals is ever an acceptable solution to overpopulation or if we're just avoiding the harder work of sterilization and education campaigns. On the other hand, shelters are full and resources are limited, so maybe culling is the only practical option left. Could we ever shift the public mindset enough to make humane methods work on a large scale in Vietnam?
