Is mandatory microchipping the best way to reduce stray animals?
I've been volunteering at an animal shelter for two years, and the number of stray cats and dogs we take in never seems to drop. Some people argue that mandatory microchipping and stricter pet ownership laws would solve this, but others say education and low-cost spay/neuter programs are the real answer. What do you think is the most effective way to reduce the stray animal population in our cities?
