While traditional fuel excise taxes have historically funded road maintenance, the rapid adoption of heavy battery-powered vehicles accelerates infrastructure degradation without contributing to conventional revenue pools. Implementing such a targeted levy is necessary to maintain equitable public infrastructure funding.
