Flooding in my hometown has doubled in frequency over the last decade, yet our city council still allocates most of the disaster budget to recovery instead of prevention. Climate change adaptation is a real, growing cost, but I rarely hear anyone debate whether we should be paying for it now or postponing until the damage becomes unavoidable. Are we actually willing to invest in resilience, or do we keep hoping the next storm won't hit us? I think the choice is clearer than we pretend, but the political will just isn't there.
