Should we cap private vehicles and invest more in transit?
Building more highways in Ho Chi Minh City's outer districts feels like a short-term fix that creates long-term gridlock downtown. I've watched new expressways fill up within two years of opening, yet car ownership keeps climbing faster than transit ridership. Instead of widening roads, shouldn't we cap private vehicle growth and pour that money into metro lines and bus rapid transit? The real debate is whether we accept that congestion is inevitable if we don't change travel behavior soon.
